Concrete admixture manufacturers formulate, test and certify admixtures to a product standard (ASTM C494/C494M-24 in the US, EN 934-2:2009+A1:2012 in Europe, IS 9103:1999 in India), while suppliers include every distributor, dealer and marketer that delivers them. How is the supply side organized, and how does a buyer compare offers that look alike?
Buyers search for the same companies as admixture manufacturers, admixture companies or concrete additive suppliers. No company pays to appear on this page and none is recommended. The same comparison applies to SCMs, fibers and pigments, the other concrete additives.
Ownership comes first: Saint-Gobain holds the Chryso, GCP, Fosroc and Xypex brands. Public-works buyers in the US check lists such as the Illinois DOT Qualified Product List dated 2026-10-09, a notified body in Europe certifies factory production control under AVCP system 2+, and India licenses IS 9103 products under BIS Scheme-I. Two dated PCE liquor listings work out to USD 1,200 to 1,400 and USD 2,500 to 3,000 per t of solids (2025 and 2026 listings).
Each value is traced to its source: standards and codes to their issuing body, product values to the data sheet named with them, prices to the dated source beside them (methodology and fact-checking).
What Is a Concrete Admixture Manufacturer?#
A concrete admixture manufacturer is the formulator that blends an admixture and certifies it to ASTM C494 or EN 934-2, and a supplier is anyone who delivers it, including distributors, dealers and SCM marketers.
ACI CT-25 defines a chemical admixture as "a liquid, or dispersible powder, used as an ingredient in a cementitious mixture to improve its economy and/or properties in the plastic and/or hardened state." The test report, the Declaration of Performance (DoP) and the data sheet are the manufacturer's documents; a distributor passes them on. What each product does is listed under concrete admixtures.
How Is the Admixture Supply Market Structured?#
Admixture supply runs through global formulator groups, regional and independent formulators, sellers of PCE liquor and other raw actives, cement and ready-mix groups with in-house admixtures, distributors and dealers, and SCM marketers.
Table 1 compares what each supply tier sells, certifies and leaves for the buyer to check.
| Tier | What they sell | What they certify or declare | Buyer check |
|---|---|---|---|
| Global formulator groups | Formulated admixtures under brand families; some also sell silica fume, fibers or pigments | ASTM C494 types, EN 934-2 DoP, IS 9103 | Parent group of every bidder |
| Regional and independent formulators | Formulated admixtures, including powders in water-soluble bags | The same standards | The same certificates as a global group |
| PCE liquor and raw-material producers | Actives at a stated solids content (PCE liquor), lignosulfonate, calcium nitrate | A product specification, not admixture conformity | Not an ASTM C494 or EN 934-2 product until formulated and tested |
| Cement and ready-mix groups (in-house) | Admixtures for their own plants | Per group | Compare the concrete; see admixtures in ready-mix concrete |
| Distributors and dealers | Resale and delivery | The maker's documents | DOT lists name the producer or supplier |
| SCM marketers | Processed and certified fly ash, slag cement, silica fume | ASTM C618, C989, C1240; EN 450-1, EN 15167-1, EN 13263-1 | Approved-source lists |
Formulator groups and the brands they own#
Brand names do not show the owner: Saint-Gobain holds the Chryso, GCP Applied Technologies, Fosroc and Xypex brands, after deals running from the Chryso agreement announced on 2021-05-20 to the Xypex closing announced on 2026-10-01. Sika closed its MBCC acquisition on 2023-05-02, and the MBCC admixture businesses in the UK, USA, Canada, Europe, Australia and New Zealand went to Cinven (agreement 2023-03-22) and trade as Master Builders Solutions, headquartered in Mannheim, Germany.
The ownership table gives the dated event behind each brand family.
| Brand family | Owner | Dated event |
|---|---|---|
| Chryso | Saint-Gobain | Agreement announced 2021-05-20 |
| GCP Applied Technologies | Saint-Gobain | Closed 2022-09-27 |
| Fosroc | Saint-Gobain | Completed 2025-02-10 |
| Xypex | Saint-Gobain | Closing announced 2026-10-01 |
| Master Builders Solutions (former MBCC admixtures in the UK, USA, Canada, Europe, Australia, New Zealand) | Cinven | Agreement 2023-03-22; Sika closed MBCC 2023-05-02 |
| Euclid Chemical | RPM International (Construction Products Group) | Group ownership per company page |
A three-bid comparison may therefore return several bids from one group, so the parent of every bidder is checked first.
Regional producers, PCE liquor sellers and raw-material makers#
Regional and independent formulators sell finished, certified admixtures, including powders packed in water-soluble bags, while PCE liquor sellers and raw-material producers sell actives that are not yet admixtures. Raw-material producers supply actives such as lignosulfonate and calcium nitrate, not certified admixtures.
A PCE liquor bought by the tonne is not an ASTM C494 Type F or EN 934-2 product until it is formulated and tested. Listings quote each liquor at a stated solids content, so PCE offers are compared on a solids basis. The polymer chemistry is covered under polycarboxylate ether (PCE) superplasticizers.
In-house admixtures at cement and ready-mix groups#
Some cement and ready-mix groups supply admixtures to their own plants. A buyer of concrete from such a group then compares the concrete against its specification, not the admixture inside it.
SCM, fiber and pigment supply#
SCM supply runs through marketers that source fly ash from power plants, slag from steel plants and silica fume from silicon or ferrosilicon smelters, then process, certify and distribute it through terminals. About 13.2 million t (14.6 million short tons) of fly ash went into US concrete in 2024, a figure the American Coal Ash Association expects to revise upward, and more than 4 million t of slag cement shipped in the US in 2025, a record (Slag Cement Association, whose members ship over 95 % of US slag cement).
Fibers and pigments are bought to their own standards in Table 2. Sourcing routes, terminals and approved-source lists are covered under fly ash, slag cement and silica fume suppliers.
Which Certifications Should a Supplier Show?#
A supplier should show the product standard and conformity route per region: ASTM C494/C494M-24 test data in the US, a CE-marked EN 934-2 DoP in Europe, and a BIS license to IS 9103:1999 in India.
Table 2 sets the conformity routes side by side by product family, with editions and status checked between 2026-10-23 and 2026-10-26.
| Family | US | Europe (AVCP) | India | Standard page |
|---|---|---|---|---|
| Chemical admixtures | ASTM C494/C494M-24, active, Types A to G and S | EN 934-2:2009+A1:2012, harmonised, AVCP 2+ | IS 9103:1999, active, reaffirmed 2018, two amendments; BIS Scheme-I | ASTM C494, EN 934-2, IS 9103 |
| Air-entraining admixtures | ASTM C260/C260M-24, active | EN 934-2 Table 5 | IS 9103 (air-entraining type) | ASTM C260 |
| Fly ash | ASTM C618-26, active since 2026-08-11 | EN 450-1:2012, harmonised, AVCP 1+ | IS 3812 (Part 1):2013, reaffirmed 2022 | ASTM C618 |
| Slag cement | ASTM C989/C989M-26, Grades 80, 100, 120 | EN 15167-1:2006, harmonised, AVCP 1+ | IS 16714:2018, active, one amendment | supplementary cementitious materials |
| Silica fume | ASTM C1240-20, active | EN 13263-1:2005+A1:2009, harmonised, AVCP 1+ | IS 15388:2003, active, reaffirmed 2022, one amendment | silica fume (microsilica) |
| Fibers | ASTM C1116/C1116M-23 (Types I to IV); ASTM A820/A820M-22 (steel) | EN 14889-1:2006, EN 14889-2:2006; AVCP 1 structural, 3 non-structural | IS 16481:2022 (synthetic micro fibers; ISI mark compulsory) | fiber-reinforced concrete |
| Pigments | ASTM C979/C979M-24 | EN 12878:2014 (the Official Journal still cites EN 12878:2005 with AC:2006) | None in our sources | concrete pigments and integral color |
Scope and verified requirements of each standard are covered under concrete admixture standards.
US specifications and DOT qualified product lists#
In the US, a data sheet claim such as "ASTM C494 Type F" rests on Level 1 initial approval testing against Table 1, and public-works buyers add a second gate: the state DOT list of qualified products. ASTM C494/C494M-24 covers eight types, A to G and S; for Type S the purchaser states the claimed performance. Air-entraining admixtures are bought to ASTM C260/C260M-24.
The Illinois DOT Qualified Product List for concrete admixtures, dated 2026-10-09 under Section 1021 of its road and bridge specifications, gives each product with its producer or supplier number, brand, AASHTO NTPEP number and material code. For corrosion inhibitors, Illinois DOT asks for ASTM C1582 data no more than 5 years old from an AASHTO-accredited laboratory. NYSDOT publishes Approved List 711-10 of fly ash suppliers, updated 2026-06-10.
European CE marking under AVCP system 2+#
Admixtures sold to EN 934-2 carry CE marking and a Declaration of Performance, and under AVCP system 2+ a notified body certifies the maker's factory production control (FPC). The notified body makes the initial inspection and continuous surveillance of the FPC and issues a certificate of conformity for it; the DoP obligation follows from Articles 4 to 9 of Regulation (EU) No 305/2011. The Mapei Dynamon NRG 1010 N DoP, for example, declares total chlorine ≤ 0.10 % and alkali ≤ 1.0 % under AVCP system 2+, with notified body 2719 and FPC certificate 2719-CPR-702.
Regulation (EU) 2024/3110 applies from 2026-01-08, and EN 934 stays harmonised under Regulation (EU) No 305/2011 until a new citation. Delegated Regulation (EU) 2026/1310, in force since 2026-09-17, sets system 2+ for admixtures, 1+ for pozzolanic or latent hydraulic additions and 1 for fibers for structural concrete, applying once a family moves under the new regulation.
Indian BIS license route#
IS 9103:1999 products are certified under Scheme-I of the BIS conformity assessment regulations, with a 10 kg or 10 L sample tested for every requirement of each type and physical state. IS 9103:1999 is the Indian specification for concrete admixtures in five types (accelerating, retarding, water-reducing, air-entraining and superplasticizing), set out with this route in the BIS product manual of September 2020. Makers, IS 9103 types and BIS certification are covered under concrete admixtures in India.
How to Compare Concrete Admixture Suppliers#
Concrete admixture suppliers are compared on 11 points, from the conformity claim and approvals to declared data, trial batches, documents, parent group and price per unit of solids, before the quoted price.
Table 3 lists the 11 comparison criteria with what to ask for and the standard or record behind each.
| # | Criterion | What to ask for | Source |
|---|---|---|---|
| 1 | Conformity claim | Type or table on the data sheet plus the test report | ASTM C494 Level 1; EN 934-2 DoP |
| 2 | Approvals | DOT list entry with NTPEP number; CE marking with FPC certificate number; BIS license; NSF/ANSI 61 where potable water is stored | DOT lists, CPR, BIS |
| 3 | Declared properties | The EN 934-1:2008 list or the IS 9103 clause 10.2 declarations, with tolerances | EN 934-1, IS 9103 |

| 11 | Price basis | Per t of solids and per m³ of concrete | Price drivers |
Data sheets, declared properties and lot uniformity#
A data sheet states the claim; the declared properties and their tolerances let the buyer check each delivery against it. EN 934-1:2008 lists homogeneity, color, infrared spectrum, density, dry material content, pH, total chlorine, water-soluble chloride and alkali content, and allows "chloride free" only at 0.10 % by mass or less (Table 1). IS 9103:1999 clause 10.2 asks the manufacturer to declare, among other items, the main active constituent, dry material and ash content, relative density, chloride ion content relative to cement at the recommended dose, maximum storage time, incompatibilities and the expiry date.
In the US, ASTM C494/C494M-24 Level 3 covers lot acceptance or uniformity and equivalence tests on solids, density and infrared spectrum, but only when the purchaser specifies it.
Technical service and trial batches#
Data sheets set the dose by trial with local cement, SCMs and the other admixtures, so a supplier's trial-batch support is part of the offer. The Euclid Plastol 6400 data sheet, for example, gives 200 to 780 mL/100 kg (3 to 12 fl oz/cwt) of cementitious material and calls for trial mixes with local materials. Dispenser and tank loans, technical service and trial batching can be bundled into the price.
A California laboratory fee schedule (ENGEO) effective February 2024 lists USD 1,000 for an ASTM C192 trial batch with cylinders (USD 2,000 same day). Independent trial batching is arranged through a concrete mix design, testing or specialty placement provider. Your request goes to independent providers of mix design, testing or specialty placement.
Packaging, shelf life and delivery forms#
Liquid admixtures ship in bulk, totes, drums and pails, powders also in water-soluble bags, and the data sheet states the shelf life and storage conditions. One US high-range water reducer data sheet (Euclid Plastol 6400) lists bulk delivery, 1,041 L (275 gal) totes, 208 L (55 gal) drums and 18.9 L (5 gal) pails, with a shelf life of 1 year unopened and no agitation with air.
Comparing prices on a solids basis#
Admixture quotes are compared per tonne of active solids and per cubic meter of concrete, because a liquid's price depends on its solids content and the cost that matters is dose times price. Approvals such as CE marking with a DoP, a BIS license or NSF/ANSI 61 narrow the field of eligible suppliers.
Worked example (seller listings, not market prices): input A is USD 600 to 700 per t of PCE liquor at 50 % solids, FOB Qingdao, price as of 2025-04-16; input B is USD 1,000 to 1,200 per t at 40 % solids, an undated listing seen 2026-10-23. Dividing by the solids fraction gives USD 1,200 to 1,400 per t of solids for A and USD 2,500 to 3,000 for B (2025 and 2026 listings). Neither liquor is an ASTM C494 or EN 934-2 product as sold.
What Goes into a Request for Quotation?#
A request for quotation for a concrete admixture contains 11 items, from the function and standard type to approvals, declared data, dose basis, trial batches, packaging, documents and delivery details.
The 11 items of an admixture request for quotation are listed below.
- Admixture function and standard type (ASTM C494 type, including Type S with the claimed performance; EN 934-2 table; IS 9103 type).
- Approvals required: DOT list, CE marking and DoP, BIS license, NSF/ANSI 61.
- Chemistry basis, where the specification names one.
- Declared data with tolerances: solids, relative density, pH, chloride, alkali, infrared spectrum on file.
- Dose window and its basis.
- Compatibility with the cement, SCMs and other admixtures, and the addition sequence.
- Trial batches with project materials.
- Packaging and dispensing equipment.
- Shelf life and storage conditions.
- Documents: certificate of analysis per lot, SDS, DoP or BIS license number, container marking.
- Quantity, delivery country and plant type.
Send the same specification to every bidder and check the parent group of each. The SDS follows the destination format: CLP for the EU, OSHA Hazard Communication (29 CFR 1910.1200, 2024 update) for the US.
Which Groups Own the Best-Known Admixture Brands?#
Ownership, not a ranking, answers this: Saint-Gobain holds the Chryso, GCP, Fosroc and Xypex brands, and Cinven has owned Master Builders Solutions in the UK, USA, Canada, Europe, Australia and New Zealand since 2023. Euclid Chemical belongs to RPM International. Analysts' 2025 estimates range from USD 18.0 billion (Future Market Insights) to USD 24.90 billion (Fortune Business Insights), as set out under concrete admixtures market size estimates.
Cement-mill additives and grinding aids are cement-plant products and are not covered here. Repair mortars and other packaged construction products are not covered here either.
Do admixture suppliers also sell SCMs?#
Some do: silica fume is also sold by admixture suppliers (Silica Fume Association). Fly ash and slag cement reach plants through SCM marketers and terminals.
What does a superplasticizer cost per liter?#
Tennessee DOT report RES2024-04 priced its high-range water reducer at USD 3.83 per L (USD 14.50 per gal), prices as of April 2025. That figure is a study input for superplasticizers in an ultra-high-performance concrete mix, not a market price.
Who sets the dose: the supplier or the mix designer?#
The supplier's data sheet gives a dose window and its basis, and trial batches with the project materials fix the dose inside it. Doses are stated in mL/100 kg (fl oz/cwt) of cementitious material, where 1 fl oz/cwt equals 65.2 mL/100 kg.
