Concrete Admixture Standards: ASTM, EN, IS and ACI

Concrete admixture standards are the specifications that classify chemical admixtures, supplementary cementitious materials, fibers and integral pigments: ASTM International with AASHTO counterparts in the US, CEN in Europe, BIS in India, plus ACI guidance and code documents. Which document governs a given additive, and which edition is current?

"Concrete additive" is a trade umbrella term, not a term defined by ACI, ASTM or EN documents; this page maps the standards, editions and counterparts behind every group of concrete additives.

As of 2026-10-23, the current admixture editions are ASTM C494/C494M-24 (eight types), C260/C260M-24, EN 934-2:2009+A1:2012 and IS 9103:1999 (five types). EN 934-2 Table 3.1 asks a superplasticizer for at least 12 % water reduction; ASTM C494/C494M-19e1 Table 1 caps Types F and G at 88 % of the reference water content. Five editions changed between 2024 and 2026.

Each value is traced to its source: standards and codes to their issuing body, product values to the data sheet named with them, prices to the dated source beside them (methodology and fact-checking).

Which Standards Does This Section Cover?#

This section covers the product specifications for chemical admixtures, SCMs, fibers and integral pigments from ASTM, CEN and BIS, the ACI admixture report and the EN 206 concrete specification, each with its edition and status. The pigment page covers ASTM C979 and EN 12878 together.

Table 1 compares each standard page by edition, scope, the question it answers and its counterpart in the other systems.

Chemical admixture specifications#

Three product specifications classify concrete admixtures: ASTM C494/C494M-24 with C260/C260M-24 for air entrainers in the US, EN 934-2:2009+A1:2012 in Europe and IS 9103:1999 in India. Two further ASTM specifications sit beside them: C1582/C1582M-24 for corrosion-inhibiting admixtures and C1622/C1622M-24 for cold-weather admixture systems in concrete as cold as -5.0 °C (23.0 °F) after placement. Each document is mapped to its admixture function under concrete admixtures.

Specifications for supplementary cementitious materials#

Each of the three main supplementary cementitious materials has a US and a European specification: ASTM C618-26 with EN 450-1:2012 for fly ash, C989/C989M-26 with EN 15167-1:2006 for slag cement and C1240-20 with EN 13263-1:2005+A1:2009 for silica fume. Natural pozzolans also have ASTM C1945-26b (active since 2026-08-24), and ground limestone has EN 18136:2026. India covers the three materials with IS 3812 (Part 1):2013 and (Part 2):2013, IS 16714:2018 and IS 15388:2003.

Fiber and pigment specifications#

Fibers follow ASTM C1116/C1116M-23 in the US and EN 14889-1:2006 and EN 14889-2:2006 in Europe; integral pigments follow ASTM C979/C979M-24 and EN 12878. ASTM C1116 sorts fibers into Type I steel, Type II AR glass, Type III synthetic and Type IV natural, and basalt fits no C1116 type. ASTM C979/C979M-24 limits the maximum prescribed pigment dosage to 10 % by mass of cement. EN 12878:2014 is the current CEN edition; the OJEU still cites EN 12878:2005.

Concrete specification and building code documents#

EN 206-1:2026, ACI CODE-318-25 and BS 8500-1:2023 are use-side documents: they call the product standards and set limits on the concrete, not on the admixture. ACI CODE-318-25 (2025, 702 pages) is the current ACI building code. BS 8500-1:2023 complements EN 206 in the UK, and its revision for EN 206-1:2026 is in progress.

How Do ASTM, EN, IS and ACI Classes Line Up by Function?#

Each admixture function maps to one ASTM C494 type or ASTM C260, one EN 934-2:2009+A1:2012 table, one IS 9103:1999 type and one ACI PRC-212.3-16 group, but the systems split functions differently. EN 934-2 separates set accelerating admixtures (Table 6) from hardening accelerating admixtures (Table 7), while ASTM C494 Type C covers both effects. Mid-range water reducers have no separate ASTM class and must at least meet Type A.

Table 2 compares the class each system assigns to one function.

ASTM values from C494/C494M-19e1 Table 1 (the -24 table text is not public); EN values from EN 934-2:2009 tables. Requirements are minimums or maximums for test concrete against a reference concrete, not product doses.

Standard requirements, product values and test results#

A requirement belongs to a standard and its edition, a product value belongs to one data sheet or Declaration of Performance, and a study result belongs to one paper. EN 934-2 Table 3.1 requires a superplasticizer to reduce water by at least 12 % against a control mix; a data sheet value describes only its own product. EN 934-2:2009+A1:2012 (3.2.1) defines an admixture as added at not more than 5 % by mass of the cement, a definition rather than a dose recommendation.

Which Editions Are Current in 2026?#

As of 2026-10-23, the current editions are ASTM C494/C494M-24, C260/C260M-24, C618-26, C989/C989M-26, C1240-20, C1116/C1116M-23, C1609/C1609M-24, C979/C979M-24, EN 934-2:2009+A1:2012, EN 206-1:2026, IS 9103:1999 and ACI PRC-212.3-16. Five changed between 2024 and 2026: C494 and C260 in 2024, C618, C989 and EN 206 in 2026. The prEN 934-2 revision stopped at stage 30.98 (decision to reject), and the review completed on 2026-10-21 confirmed EN 934-2.

Table 3 lists the dated changes in order.

Withdrawn and superseded designations still in circulation#

Four withdrawn ASTM documents still appear on older data sheets: C1017/C1017M-13e1 (flowing concrete, 2022), C1141/C1141M-15 (shotcrete admixtures, 2024), C1399/C1399M-10(2015) (residual strength, 2024) and C1018 (2006). None has a replacement; flowing-concrete high-range water reducers are specified as ASTM C494 Type F or G. Superseded but still met: EN 206:2013+A2:2021, ACI 212.3R-10 and ACI CODE-318-19(22), which is still adopted in many jurisdictions with the F3 SCM maxima that ACI CODE-318-25 removed.

CE marking under the 2024 Construction Products Regulation#

CE marking of admixtures continues under the harmonised standards cited under Regulation (EU) No 305/2011, such as EN 934-2, although Regulation (EU) 2024/3110 applies from 2026-01-08. Delegated Regulation (EU) 2026/1310 (in force 2026-09-17) sets the system per family: 2+ for admixtures and inert additions, 1+ for pozzolanic or latent hydraulic additions, 1 for structural fibers and 3 for non-structural fibers. They apply once a family moves under Regulation (EU) 2024/3110. EN 934-7:2024 is not cited in the OJEU, so it offers no CE marking route. EN 206-1:2026 has no Annex ZA.

How to Use the Standards Pages Together#

Five steps take a specifier from an additive to an enforceable requirement: name the function, pick the product specification of the governing region, check its edition, add the concrete-level limits, and request the matching conformity evidence. The five steps are listed below.

  1. Name the function: water reducing, set control, air entraining, SCM, fiber or pigment.
  2. Pick the product specification of the governing region from Table 1; NRMCA's guide specification 2PE004-26 names admixtures by generic class (ASTM C260/C260M, C494 type, C1582/C1582M), without brand names.
  3. Check the edition against Table 3.
  4. Add the concrete-level limits from EN 206-1:2026, ACI CODE-318-25 or BS 8500-1:2023.
  5. Request the conformity evidence of the governing system.

What Should a Supplier Send to Prove Conformity?#

A supplier proves conformity with the evidence of the governing system: an ASTM C494/C494M test report in the US, a Declaration of Performance with CE marking in Europe, and a BIS license for IS 9103 admixtures in India. The three evidence sets are listed below.

  • United States: ASTM C494/C494M Level 1 initial approval against Table 1, Level 2 limited retesting, or Level 3 lot uniformity (solids, density, infrared) where the purchaser specifies it.
  • European Union: a Declaration of Performance and CE marking under AVCP system 2+; EN 934-1:2008 Table 1 caps water-soluble chloride at 0.10 % by mass or the stated value, and "chloride free" applies only at or below 0.10 %.
  • India: BIS certification under Scheme-I of the BIS (Conformity Assessment) Regulations 2018, with a test sample of 10 kg or 10 L (BIS product manual, September 2020).

What Do These Standards Not Cover?#

These standards classify materials, not the tests that measure concrete on site or the cements the additives go into. Slump, air content and other fresh concrete tests sit under fresh concrete tests. Cement specifications such as ASTM C595/C595M-26, C1157/C1157M-25 and EN 197-1:2011 appear here only as context. Cement types as products, and the additives dosed at the cement mill, are outside the scope of this section.

Is there a code for chemical admixtures?#

Yes: ASTM C494/C494M-24 in the US, EN 934-2:2009+A1:2012 in Europe and IS 9103:1999 in India specify chemical admixtures, and ASTM C260/C260M-24 covers air-entraining admixtures. ACI PRC-212.3-16 adds guidance on 12 admixture groups without requirements.

What is the ASTM standard for concrete?#

ASTM publishes concrete standards as a family of documents rather than one: ASTM Committee C09, through Subcommittee C09.23, writes the chemical admixture specifications C494 (originally approved 1962) and C260 (originally approved 1950). ACI CODE-318-25 is the US building code that calls these specifications.

Where can the official text of each standard be read?#

Official text comes from the issuing body or a national standards body: the ASTM store, national CEN members, the BIS standards portal and the ACI store. Table 4 compares the dated list prices of the official documents.
